VIOLATION:     Subject property is in violation of distressed property, pursuant to LDC
                              Section 126-1313, for failure to maintain or secure the subject property
                              in accordance with LDC Section 126-1314. Maintenance and security 
                              standards. Roof and flashing shall be sound, tight and not have defects
                              that admit leaks. Roof drains, gutters, and downspouts shall be maintained
                              and properly affixed. Roof water shall not be discharged in a manner that
